Bhubaneswar, March 10: Scams and deteriorating law and order situation will figure in a big way as the budget session of the Assembly resumes tomorrow after a break of more than a fortnight.
The Opposition Congress and the BJP are planning to raise the deposit collection scam on the floor of the Assembly. Opposition leader Narasingha Mishra said: "We will try to raise the issue but a discussion depends on the Speaker."
"He can allow discussion on the issue within the limits of law and Assembly practice," he said.
The winter session of the Assembly had been disrupted for 14 consecutive days in November-December over the deposit collection scam, and finally, the House session was adjourned sine die on December 6 ahead of schedule.
The ruling party did not agree to have discussion on the issue, and Speaker Niranjan Pujari ruled that the matter could not be discussed in the House since it sub-judice. Even Congress and BJP legislators had met visiting President Pranab Mukherjee seeking his intervention.
Even during the first leg of the current session, the issue was not taken up for discussion. BJP legislature party leader Basanta Kumar Panda said his party would also the raise the issue since it involves lakhs of small investors duped by Ponzi companies. "We want the issues involving the public interest be discussed in the House," he said.
The ruling party, on the other hand, put up a brave front. "We are ready to face discussion on any issue raised by the Opposition," said parliamentary affairs minister Bikram Keshari Arukh.
The Congress has also planned to raise the issue of deteriorating law and order situation and the police excesses on the party activists. The party has demanded judicial inquiry into the alleged police firing at peaceful women agitators over a liquor outlet at Rajkanika.
It has also staged demonstration in Bhubaneswar and at the police headquarters in Cuttack in protest against charges such as attempt to murder being slapped against youth and student activists, who had hurled eggs at the chief minister's carcade on his way to the Utkal University last month.#The party will also raise issues such as multi-crore mining scam, land scam in the twin cities and sexual exploitation of girl students in residential schools. The BJP will also highlight issues such as distress sale of paddy and large-scale vacancies in schools and hospitals across the state. The BJD will raise the issue of "central neglect" towards Odisha in the Union budget.
