Rights team in Koraput to probe death

A five-member team of the National Human Rights Commission (NHRC) on Monday reached Koraput and started its probe into the circumstances that led to the suicide of the Kunduli gang-rape victim.

Koraput: A five-member team of the National Human Rights Commission (NHRC) on Monday reached Koraput and started its probe into the circumstances that led to the suicide of the Kunduli gang-rape victim.

The team - led by deputy superintendent of police Rabi Singh - reached the circuit house situated at the district headquarters town of Koraput around 3.45pm and received all documents related to the case from inspector of the Human Rights Protection Cell of the district police Mamata Panigrahi.

Later, the commission summoned the district child protection officer, the additional superintendent of police and the former inspector in charge of Semiliguda police station to gather more information on the case. The commission also held discussions with officials at the circuit house.

"The team is scheduled to visit the victim's village Musaguda on Tuesday to meet her family members. It will examine specifically whether at any point of time during the entire incident the human rights of the victim or her family were violated," said a police officer.

During its stay in Koraput, the team will also interact with the doctors who had treated the girl at the S.L.N. Medical College and Hospital. The team members will leave for New Delhi on February 9. It is expected that they would submit their report to the commission within 15 days from that. Apart from Singh, the other members of the team are Lal Bahar, Arun Kumar, K. Vijay and Sneha Jadhav. The commission intervened in the case in the wake of a petition by human rights activist Radhakanta Tripathy.

During its stay here, the commission will also look at the status of investigation in the case, the statements of the victim and medical reports to assess the nature of the treatment offered to the victim and her counselling. Besides, the team has sought detailed reports from other departments of the state government that had investigated various aspects of the incident.

The minor girl, a Class-IX student, was allegedly gang-raped on October 10, 2017, by four uniformed personnel while returning from school. She committed suicide on January 22, 2018.

In another development, Maoists belonging to the Srikakulam-Koraput division have held the police responsible for the incident and demanded the arrest of the four rapists along with the suspension of district police superintendent and the deputy inspector general of police (south-western range). Maoist banners were spotted at Raisingh in Nandapur police limits on Monday.
