Order to probe attack on disabled

Railway authorities today ordered a probe into the alleged atrocities on a physically challenged by railway police personnel.

Balasore, Jan. 8: Railway authorities today ordered a probe into the alleged atrocities on a physically challenged by railway police personnel.

Railway superintendent of police, Cuttack division, Sanjay Kausal, has sought an inquiry report from the Balasore government railway police (GRP) after a video clip surfaced, showing two khaki-clad men showering kicks on a physically challenged person at Balasore railway station.

"After the matter came to my notice, I sought a report from the inspector in-charge of Balasore GRP police station," said Kausal.

The incident reportedly took place on Tuesday around 7.30am on platform No. 4.

A resident of Balasore town Parthasarathi Jena had captured the assault on camera. The victim was seen using crutches. Jena said that he had gone to the railway station to see off his friends on a Guwahati-bound train.

He saw two security men kicking a differently-abled man. He said that the man appeared to be in his 30s.

The man was screaming as he lay on the ground, but the security personnel did not relent. When Jena asked them why they were kicking him, they said the man was caught stealing a cell phone.

"When the security personnel saw me taking a video, they asked me to delete it. They threatened to take my phone away. They only let go when I lied that I was a press reporter," said Jena, a social worker.

The identity of the victim and the culprits has not been established.

One of the men was seen carrying a rifle. The duo were wearing winter jackets, brown shoes and speaking in Hindi.

All the agencies functioning in the railway station feigned ignorance.

"The matter came to my notice today. It has been not been ascertained that they belonged to the Government Railway Police, Railway Police Force (RPF) or paramilitary force. Usually officers wear brown shoes. The identity of the victim as well as the uniformed persons is yet to be ascertained," said Balasore station manager Satyaranjan Rout. "However, I have reported the matter to my bosses," he said.

The officer in-charge of RPF, Radhashyam Yadav, said his men were not involved. "Our men don't carry arms. The video suggests that they were escort personnel of a running train. No men of our organisation are involved."

GRP inspector in-charge Pratap Chanrdra Behera said he was on a training programme when the incident occurred. "Our men don't carry arms."

An association of persons with disability reacted sharply to the incident.

"If the victim committed theft he should have been sent to custody. How can they kick him like that? The culprits must be identified and appropriate action taken against them," said the state convenor of Odisha Bikalang Manch Sudhakar Sethi.
