Naveen moots special health cadre

Bhubaneswar, April 27: Chief minister Naveen Patnaik today said there was a proposal to have a separate public health cadre in the health and family welfare department. This would help in facing the growing demand for public health services.

Naveen was speaking at a meeting of the 6th State Health Mission at the secretariat.

“To ensure quality services, greater emphasis needs to be given on improving clinical and managerial skills of the health workforce,” Naveen said.

Under the NRHM (National Rural Health Mission), Rs 735.68 crore was released in 2010-11 and the Orissa government was able to spend nearly 93 per cent of the total amount released. Similarly, Rs 820.89 crore have been sanctioned for 2011-12.

Out of 5,501 projects, 2,492 have been completed under the NRHM. While as many as 2,346 projects have remained incomplete, works for the 663 projects have not yet been kicked off.

Naveen said: “The strategies such as, scaling up home-based post natal care, special new born care units, new born care corners to address neonatal mortality, multi-skilling of doctors and paramedics to take care of complicated deliveries, are expected to reduce IMR (Infant Mortality Rate) and MMR (Maternal Mortality Rate) in future.”

The IMR has come down from 95 (in 2000) to 65 (in 2010) per thousand live birth. Similarly, the MMR has come down from 367 (in 1998) to 303 in (2006) per one lakh live birth. According to the plan, the Orissa government will set up 1,627 medical institutions with new born care corner by 2011-12.

However, malaria turns to be major threat to the health system. Up to February, 2011, a total of 39,083 malaria cases have been detected in Orissa.

“Around 3,76,567 cases were detected in 2010,” he said.

Health minister Prasanna Acharya said: “Steps are being taken to fill up the vacancies in the health department. As many as 36 MBBS doctors have been given life-saving anesthetic sill training. Five DHHs have been upgraded to ISO standards.

Moreover, there is a plan to upgrade another eight DHH (Angul, Kandhamal, Keonjhar, Koraput, Bhubaneswar, Jajpur, Mayurbhanj and Balasotre) to ISO standards.”
