Bhubaneswar, Aug. 20: The state government has warned college authorities against tampering with guidelines for admission of “local” students in Plus Two and Plus Three classes.
A notice issued by the higher education department states that colleges misinterpreting the “15 per cent additional seat intake” rule will be blacklisted while students admitted will be debarred from appearing in the Plus Two board and final-year degree exams.
The department has decided to add 15 per cent seats to the peripheral colleges, over and above their existing strength, to cater to students in the neighbourhood, who often lose out on seats during the admission process.
The number of matric pass-outs in such peripheral areas has also gone up by nearly 60,000 making seat increase imperative.
“We had instructed the colleges to consider candidates passing out of high schools from the blocks. However, we have got information that the rule is not being adhered to by certain colleges, though it may not be a deliberate attempt. We have issued a strict warning so that the authorities are more careful,” said Mihir Das, admissions in-charge.
The department has reiterated the criteria for admission of “local” students to the additional 15 per cent seats.
The first pre-condition is that all seats are exhausted in that particular peripheral college and local students are deprived of admission.
The guidelines also stipulate that students seeking admission under the special category need to submit a residential proof to substantiate their “local” status.
“Besides, the list of eligible applicants and manually prepared merit list have to be submitted to the regional director of education concerned for approval. Only then will the admission take place on August 31,” said the official.
The arrangement is applicable only for the year 2013-14, Das said.
“We will consider continuing the procedure according to the requirements next year,” he said.
The Council of Higher Secondary Education will then approve the newly added seats, according the procedure.
