This letter is about my recent experiences with ASEB’s administrative system.
It happened when I went to collect the booklet on the latest terms and conditions published by the board on May 6. For this I had approached the SDO’s office, executive engineer’s office and finally the deputy general manager’s office in Dibrugarh, but nowhere the said booklet could be found.
In the DGM’s office, a booklet for 2003 was shown but the junior engineer refused to give it to me, even to make a Xerox copy.
When I persisted, he made me write an application seeking approval of the DGM to make a photocopy.
To my utter dismay the DGM was not available on the day and the junior engineer refused to allow me to make a copy, albeit at my own cost though a Xerox machine was available at the office.
It is very unfortunate that none of the board’s office, including the superintendent engineer’s office, has spare copies of the terms and condition of supply, which should be made available to every consumer on demand at a reasonable cost as it is a public document.
Its unavailability makes the consumers unaware of their rights and the field officers can easily take the consumers for a ride with their arbitrary imposition of supply rules.
I would, therefore, like to draw the attention of the conscientious readers to impress upon the ASEB authority to make their terms and conditions of supply available on demand to every consumer, both in Assamese and English with latest amendments.

We are around 60 families and would like to draw the attention of the authorities concerned to the pitiable road condition in our locality. It becomes difficult to use it even after a brief shower.
Despite several requests to the authorities, no step has been taken to rectify the situation.
Left with no option, we are hoping to draw the attention of the authorities to our plight through this letter so that they come forward to repair the road.
