RJD demands review of census report

Imphal, Nov. 25: The Manipur unit of the RJD has demanded a review of the report of the 2001 census. The party alleged that the report registered ?abnormal? growth in three of the hill districts and ?unreasonably? low growth of population in one of the valley districts.

?If the census report is accepted without correction, it will have serious repercussions in the delimitation exercise. The wrong figures need to be corrected before things go the wrong way,? president of the party?s youth front, Huidrom Nabakumar, told the media today.

He said the report of the latest census showed abnormal growth in hill districts of Ukhrul, Senapati and Chandel while Bishenpur district in the valley recorded a population growth well below average. This suggested that the headcount was not carried out correctly, he added.

The RJD youth leader said the issue of the census figure would be raised during the ongoing session of Parliament by central leaders of the party, adding that the party would urge the Centre to review the report.

The fresh demand for review of the census report came after the hill districts formed a joint action committee against the Okram Ibobi Singh government?s move to maintain status quo in the existing hill districts during the delimitation exercise.

An all-party meeting decided to push for the demand of not making any change in the existing 60 Assembly constituencies ? 40 in the valley and 20 in the hills.

The chief minister is currently leading an all-party delegation to New Delhi to request the Election Commission, Delimitation Commission and the Centre to maintain the status quo.

The delegation met Justice Kuldip Singh, chairman of the Delimitation Commission, and submitted a representation on the need to maintain the status quo.

However, people in the hill districts felt that the move by the Ibobi Singh government was to stall increase in the number of Assembly seats in the hills.

The pressure group of the hill residents has already sent a memorandum to the Delimitation Commission with the request that necessary delimitation exercise should be carried out in Manipur on the basis of the census report.

The issue is likely to come up during the state Assembly session, scheduled to begin on December 9. One BJP legislator from Chandel district, B.D. Behring, criticised the decision taken by the all-party meeting, saying it was against the interests of the hill people.
