Guwahati, June 27: Dispur today announced an ambitious 100-day action plan aimed at bringing major development and changes in the fields of culture, sports and co-operatives in the state.
Minister for cultural affairs, sports and co-operatives Bharat Narah told reporters here that the action plan was chalked out at chief minister Tarun Gogoi’s instruction to execute projects aimed at doing away with the stigma that Assam was a “land of lahe lahe” (slow moving).
The action plan will be executed from July 1 to October 8.
The plan includes the laying of the foundation stone for a film city, inauguration of the regional office of the Indian Council of Cultural Relations, development of infrastructure in Majuli at a cost of Rs 20 crore, establishment of the Lakshmibai National University of Physical Education, upgrading of Assam Flying Club to a flying institute academy and the revival of several co-operative industries.
“The action plan will also help the bureaucrats and officials of the departments to focus on their work with a strict deadline in mind. Officials of my departments are motivated enough to successfully execute the 100-day action plan,” the minister said.
The film city’s foundation will be laid on the Jyoti Chitraban Film Studio Society premises in Kahilipara soon. The film city will be created on a 60-bigha plot of land that includes three small hills at a cost of Rs 9 crore.
“The film city will have a small tea garden, a railway station, an ethnic village, a forest, a bus stand, a pond and other facilities to help the film directors of the region. The NF Railway has agreed to provide us a steam engine for the project. We hope to complete the project within a year from the date of the foundation-laying ceremony,” he added.
Narah said the inauguration of the regional office of the Indian Council of Cultural Relations at Panjabari here would be another important step as the council is about a communion of cultures and creative dialogue with other nations. Setting up the regional office here will help artistes from Assam to interact with their counterparts in other nations and stage performances in foreign lands.
Under the action plan, the cultural affairs department has sanctioned Rs 20 crore to develop the infrastructure at Majuli of which Rs 9 crore has been released to the PWD to carry out the project.
Narah said the government would reach an agreement with a private party to develop the Assam Flying Club into a flying academy.
He said Dispur would also sign a memorandum of understanding with the Guwalior-based Lakshmibai National Institute of Physical Education to set up a regional centre here soon. The centre is expected to be operational within 100 days. The Sports Authority of Assam at Sarusajai will be functional with proper staff within a 100 days.
Narah said a committee, comprising a group of ministers, that was constituted this month to revive the state’s co-operative sector will finalise its report within 100 days.
