For farmers, the Congress said it was committed to sustainable agriculture and a gradual shift to organic farming and would ensure remunerative prices to farmers in the national and international markets besides providing 'seed capital assistance' to cover four lakh small and marginal farmers every season.

On education, the manifesto said it would focus on human capital development for ensuring employability of the youth with special focus on school and college dropouts.

The Congress also reiterated the need to invoke para 12A(b) of the Sixth Schedule through a presidential notification to ensure that the provisions of law do not come in conflict with the traditional rights of the people.
