Dibrugarh, Dec. 21: Citizens of Dibrugarh today forwarded a memorandum to chief minister Sarbananda Sonowal through Dibrugarh MLA Prashanta Phukan and Lahowal MLA Rituprana Baruah, highlighting issues like education, communication, tourism and municipality for all-round development of the town.

The memorandum sought setting up of a mini secretariat in Dibrugarh and upgrade of the Dibrugarh Municipal Board to a municipal corporation by annexing adjoining areas of Barbaruah, Thakur Than, Lahowal and Mohanbari under its jurisdiction for proper urban planning and services.

The citizens demanded upgrade of the Assam Medical College and Hospital to a medical university with adequate facilities and resources for conducting research and development activities in higher domains of medical science.

The citizens sought upgrade of Dibrugarh University to a central university and DHSK College to a post-graduate institute of excellence. They requested upgrade of Dibrugarh Government Boys HS School, Dibrugarh Government Girls HS and MP School.

"The building of the Dibrugarh Government Boys HS School should not be used for election and other official purposes as this affects the atmosphere of the school. A pension scheme for retired staff and teachers of the school should be introduced," the memorandum said.

The citizens demanded that a zonal office of the Assam State Transport Corporation on its premises in the town should be set up. The ASTC land at Thana Chariali and on the southern side of TR Phukan Road should be utilised for developing a shopping complex or mall to bail out the cash-starved public service undertaking.

Mohanbari airport in the district needs to be developed as an international airport and the present runway extension project should be completed on time, it said.

Establishing an office of the Assam Tourism Development Corporation in Dibrugarh and development of the Jokai Botanical Garden to an eco tourism hotspot were also mentioned in the memorandum.
