Bureaucrats in cop book

Five IPS and two IAS officers of Assam have police cases registered against them, the state government said in the Assembly today.

Guwahati, Sept. 11: Five IPS and two IAS officers of Assam have police cases registered against them, the state government said in the Assembly today.

In a written reply to an unstarred question by BJP legislator Pranab Kalita, parliamentary affairs minister Chandra Mohan Patowary today said the five IPS officers against whom cases have been registered are Mridul Kumar Dutta, Kuladhar Saikia, Satya Raj Hazarika, Y.K. Gyatso and N. Rajamarthandan.

Patowary was replying on behalf of chief minister Sarbananda Sonowal, who holds the home portfolio.

Cases against Dutta, Saikia and Hazarika were registered at the CID police station and those against Gyatso and Rajamarthandan at Bilasipara police station in Dhubri district and Paltan Bazar police station in Guwahati respectively.

The minister said the two IAS officers against whom police cases were registered are Chohan Doley and Kumud Chandra Kalita.

A case was registered against Doley at Dispur police station in 2015 after two minor girls, working as domestic help at his residence, levelled charges of sexual exploitation against him.

The case against Kalita was registered at the police station of anti-corruption bureau for alleged misappropriation of funds in the social welfare department.

There are 122 IAS and 97 IPS officers in the state.

Minister of state for labour welfare Pallab Lochan Das, replying to a question by BJP legislator Ashok Singhal, said Rs 24.79 crore gratuity, Rs 30.4 crore wages and Rs 52.87 crore cash value of ration remain unpaid so far to workers of 15 tea gardens of the state-owned Assam Tea Corporation Limited (ATCL).

"The state government had constituted a cabinet sub-committee on April 1 this year under the chairmanship of finance minister Himanta Biswa Sarma with industry minister Chandra Mohan Patowary and I as members," Das said.

"The sub-committee will examine various issues related to the ATCL, including wage dues. The first meeting of the committee was held on June 24 this year," he said.

Speaker Hitendra Nath Goswami today said additional advocate-general Devajit Lon Saikia has made contradictory statements in his reply to the notice issued to him for uploading a photograph of himself in the House on Facebook on February 7 this year.

"I have perused the form filled up by Saikia for obtaining gallery pass. He had filled up the form as additional advocate-general, which is contrary to the reply filed by him saying he had applied for pass as a common person," Goswami told the House.

After receiving a complaint against him from AIUDF legislator Hafiz Bashir Ahmed, the Speaker on February 13 this year barred Saikia from attending the Assembly session for two weeks and referred the matter to the Privilege Committee, which sought a reply from Saikia while examining the issue.

In his reply, Saikia said he did not violate the restrictions of the House intentionally or knowingly.

"The persons entering the Speaker's gallery are not expected to know the restrictions in question as there was lacuna in the system, which has been rectified subsequently," Goswami said while declaring the matter closed and lifting the suspension imposed on Saikia on February 13.
