Tulsi medicine for young graduates - Youngest professor in country demands Indian Research Service

Ranchi, Aug. 14: At 23, Tathagat Avtar Tulsi is the youngest IIT professor in the country. Currently teaching in IIT Mumbai, Tulsi has demanded that the Centre start an Indian Research Service on the lines of the Indian Administrative Service.

In the capital for a lecture today, Tulsi said this system would help recruit young science graduates with original ideas for innovation and who would remain committed to research work. He said the country’s progress will be through new knowledge of scientific research and not through expansion of service sector.

“Very few intelligent graduates of today are actually interested in scientific research work. Most leave the country after getting research jobs abroad. The India Research Service would help pick talented brains,” said Tulsi.

Governor M.O.H Farook, Adviser to governor V.S. Dubey, former speaker of the Assembly C.P. Singh and Jharkhand Vikas Morcha chief Babulal Marandi were present at the meet.

Dubey said the state has to increase its revenue earnings if it wants to carry out development works. “The state’s annual revenue is around Rs 12,000 crore. Out of which Rs 10,000 crore is spent annually on the salary, pension and allowances of its bureaucratic machinery. Thus only Rs 2,000 is left,” said Dubey.

He pointed out that the state should identify institutions which are virtually useless and therefore could be abolished in order to save money that could be used for development.

The adviser to the governor said the annual budget of the state stands at around Rs 8,000 crore which includes Rs 2,000 crore of its own money and Rs 6,000 crore received from the Centre as grants for different development works.

Interestingly, the state machinery which costs Rs 10,000 crore from government exchequer to function fails to utilise in full the annual budget of Rs 8,000 crore.

Governor Farook reiterated that the delivery system of the state has to be improved upon if Jharkhand is to be put on the path of progress.

C.P. Singh said that corruption in the state was growing despite a lot of discussions and action taken against the issue.
