New Delhi, March 1 :     Prime Minister Atal Behari Vajpayee is torn between opposing demands by his coalition partners over his next step on Bihar. While the Telugu Desam Party and the Akali Dal want him to get the presidential proclamation revoked at the earliest, the Samata Party is for taking the resolution to the Rajya Sabha and get it defeated to ?further expose? the Congress. Sources said senior Samata leaders believe time was ripe to go for a ?killing? (of the Congress) in Bihar, and it is in the interest of the party to prolong the hype over Congress? ?betrayal? of anti-Laloo forces (upper castes). The two other options ? revoke the proclamation or allow it to lapse ? will rob the party of the media hype against the Congress. The proclamation is due to lapse on April 12, the last day of the stipulated two-month period within which parliamentary ratification is required. The BJP and Samata Party have announced separate programmes to ?expose? the Congress. The BJP will launch a ?betrayal week? campaign from Wednesday and the Samata Party campaign, beginning March 8, will highlight the ?anti-Dalit? stand and ?doublespeak? of the Congress. However, the BJP is also divided over how to reinstate the Rabri Devi government. While hardliners favour the Rajya Sabha course, an ?influential section of non-Bihar leaders? are opposed to the idea, sources said. A clear picture will emerge on March 4 or 5, they added. The Desam, on the other hand, has been pressing Vajpayee to revoke the Central rule at the earliest. Sources said TDP supremo and Andhra Pradesh chief minister Chandrababu Naidu agreed to vote in favour of the resolution in the Lok Sabha on this understanding. Naidu, whose strident stand on Article 356 was exposed after his somersault on the issue, wants to bury the controversy as soon as possible to prevent the Congress from exploiting the issue. Akali leader Prem Singh Chandumajra said as the government has proved its point in the Lok Sabha, the issue should not be allowed to linger in the Rajya Sabha, where the BJP is a minority. In the Samata Party, too, there is a section arguing against dragging the matter any further. However, the overwhelming view in the party is against moving the Supreme Court as is being planned by some Bihar BJP leaders. The Samata leaders feel it could at best buy time, but it is unlikely to stand scrutiny of the apex court. And in case the court rejects the plea, it will be construed as another blow to the Vajpayee government. BJP vice-president J.P. Mathur reflected this when he said the government was not planning to move the court. He said there were three options before the government but the end result would be the same. He said the Centre could do away with the motion of going through the Upper House. Asked if the party was mocking democracy if it bypassed the Rajya Sabha, he said: ?The government has the power, there is no violation of Constitution.?
