Gaya, May 23: Administrative and financial activities at Magadh University remained paralysed for the 20th consecutive day today in the absence of a vice-chancellor (VC).
Launching the semester system for postgraduate courses, admissions in constituent colleges, approval of syllabus — all are stuck at the university in the absence of the VC or any other financially empowered official on the chair.
Although examinations of degree course students are on, evaluation of answer- scripts is likely to be delayed, as the examination board headed by the vice-chancellor has to decide on the exa- miner. The examiners need to be paid remuneration for evaluating answerscripts but for that also a financially empowered official is required.
The state human resource development department empowers the vice-chancellor or the pro-vice-chancellor with all types of financial decision taking power.
However, Magadh University pro-vice-chancellor Bilat Paswan Shashtri is not financially empowered. Financial activities at Magadh University had been centralised with the vice-chancellor. Under this arrangement, unlike in other universities of the state, no other official has the power to spend the contingency fund.
The teaching and the non-teaching employees have also not been paid their salaries since March. The state government had to release the salaries by May end.
However, in absence of any financial power, the pro-vice-chancellor is not able to disburse the salary to the employees.
Till today, no interim arrangement has been made either by Raj Bhavan or the state HRD department to provide financial power to the pro-vice-chancellor or any other authority.
