Purnea, Oct. 11: An NGO, Shafquat Educational Society (SES), has allegedly issued health cards in Purnea, Araria, Kishanganj and Katihar without seeking the state’s nod.

SES took Rs 130 from each beneficiary as membership fees. Purnea civil surgeon R.C. Mandal said: “We cannot authorise any private organisation to issue health cards.”

Two NGO staff were recently arrested in Samastipur. SES director Shabih Ahmad said: “Our group is registered under the society act. We can work anywhere in Bihar.”
