Patna: The Muzaffarpur shelter home episode rocked both legislative Houses on Tuesday as the main Opposition RJD pressed for adjournment motions.
Leader of the Opposition in the Assembly Tejashwi Prasad Yadav alleged that inhuman acts against girls residing in shelter homes were being reported from across the state. "The government is dragging its feet on probe and not all the guilty have been arrested. The government is trying to save the guilty. Chief minister Nitish Kumar boasted that even girls were free to move around at night, but right now they are not even safe with their parents," Tejashwi said immediately after the House commenced. Charges of key accused Brajesh Thakur's proximity to the chief minister and deputy chief minister made Sushil Kumar Modi to name Raj Ballabh Yadav, a sitting RJD MLA, who is in jail in connection with a rape case.
As the Opposition stormed into the Well of the House, Speaker Vijay Kumar Choudhary conceded the matter was serious. "But why don't you raise the matter after Question Hour," he asked. "I can direct the government to issue a statement on the issue inside the House tomorrow. After all even if the adjournment motion is accepted, it ends with a statement of the government."
But the RJD declined the offer. Parliamentary affairs minister Shravan Kumar said the Opposition "was not interested in answers. They are just bent on creating ruckus".
Sushil Modi intervened to say the government will issue a statement on Tuesday itself. "My government doesn't save or victimise anybody. But the RJD is trying to save its MLA, Raj Ballabh," Sushil said. "They should declare what action they have initiated against him. We did not save Raj Ballabh, nor will we save Brajesh Thakur." The Speaker adjourned the House till 2pm.
Uproarious scenes were witnessed in the Council too, as RJD MLC Sanjay Prasad moved an adjournment motion. When Council vice-chairman Harun Rasheed cited business rules to say the motion didn't have the consent of either the Leader of the Opposition or the party chief whip, RJD members started pressing for the motion.
The aggressive posture led to intervention of parliamentary affairs minister Shravan Kumar, who said there was no question of a debate when the rule had been pointed out.
Public health and engineering department minister Vinod Narayan Jha asked how Opposition members could raise questions on the ruling given from the chair. "How will the House function if Opposition members behave like this," Jha said. Finally, the adjournment motion was rejected following which some RJD MLCs rushed to the Well of the House and raised slogans.
Leader of the Opposition Rabri Devi stood up and started saying something while pointing at Sushil Modi but her voice could not be heard in the din. As the House was not in order, the vice-chairman directed ministers to table their reply to questions that were to be raised during Question Hour and adjourned the House.
The aggressive mood of the RJD was there for everyone to see even before the House had commenced business. Speaking to journalists in the portico of the legislative Council, Rabri demanded a CBI probe into incidents of sexual exploitation of minor girls at short stay homes. She said a thorough probe was needed in all such facilities.
She accused the Nitish Kumar government of shielding some persons who were part of his government and senior officials. "Nitish calls himself Sushashan Babu, but where is Sushashan?" she asked while responding to queries by journalists.
