
Panic-stricken residents of Naugachia have started migrating apprehending that the floodwaters might create havoc in the next few days.
The Ganga might be retreating, but at Naugachia, the water level continues to rise because floodwaters could not be drained out to the river.
According to sources in the water resource department, heavy flow of water from Lakshmipur's damaged Ganga Prasad Zamindari bund (embankment) has submerged the Naugachia township.
The other parts of the sub-division have also been affected after the Kosi water level rose. The excess water could not be drained out either to Kosi or Ganga, resulting in waterlogging in several areas.
The floodwaters started entering several areas in Shankerpur, Lalpur of Kharik block and National Highway 31. The approach road of Baba Bisu Rauth bridge was also under water on Wednesday. The flood has paralysed the administrative set-up in the sub-divisional headquarters.
"The official residents of the superintendent of police, Naugachia, is already under six feet water and the boundary walls collapsed on Wednesday. Official documents, refrigerator, air-conditioner, computer, sofa, gas and stove have been shifted to a place on NH-31. We are worried because the water level is gradually increasing," told a senior cop.
He accepted that the entire government machinery has collapsed at Naugachia. District and sessions judge, Bhagalpur, Arvind Madhav who came from Bhagalpur on Wednesday to supervise the local courts, which are already under water, expressed concern over the alarming flood scene.
According to him, the flood led to massive losses and hampered court's proceedings too.
"The sudden flow of water has not only submerged the courts, but also damaged several documents and records. The court's employees somehow managed to save the records and documents, which were kept on a dais. Those that came in contact with water have been left damaged. Only after the water recedes, the quantum of loss can be ascertained," he told The Telegraph.
He added: "Earlier, we had decided to shift the court to Raj Palace Hotel at Makandpur Chowk but since the palace is also facing a flood threat, we are looking for an appropriate place from where the work of the court could be restored," he said.
NH-31 was the only alternative for the flood victims to take shelter.
"The police, administrative and government officials, along with the local residents have shifted to NH-31," said a policeman.
