Patna: The National Human Rights Commission has issued a notice to the Sitamarhi superintendent of police for inaction in the abduction and murder of a 21-year-old man at Bajpatti in the district, around 210km northeast of here.

Vineet Kumar, a resident of Sursand, was allegedly abducted and killed on March 1. The police lodged an FIR on March 2 as murder case but there have been no arrests.

Satish Kumar Sharma, Vineet's father, finally approached the National Human Rights Commission (NHRC) through human rights activist Pravin Chandra Roy. They filed a case at the commission in New Delhi, demanding proper investigation which they claimed was not being done.

Roy, who is based out of Patna, told The Telegraph: "Vineet was returning to his house in Sitamarhi on March 1 from Darbhanga where he used to study. The police found his body at Bajpatti in Sitamarhi - his body and face bore injury marks. Vineet, it looked, was bludgeoned to death."

Vineet's bike was missing from where his body was found. Roy said: "The police tried to close the case, claiming that bike-lifter gangs were responsible for it. His bike was found from a school in Sursand on March 18."

Satish Sharma, Vineet's father, lodged the complaint with NHRC on April 11. He said Vineet was abducted and killed, and claimed non-registration of proper case, and inaction by the local police.

The NHRC issued a notice to the Sitamarhi superintendent of police (SP) on May 14, calling for a report in four weeks. The commission also forwarded a copy to the state human rights commission to inform it about the date of cognisance, if any taken at their end.

Sitamarhi SP Vikash Burman, however, said his office has not received any notice. "My office has not received any notice from the NHRC. If we receive any notice we will send the reply as per the law."

Man shot dead

Motorcycle-borne criminals shot dead Mukesh Kumar Gupta at Sankat Mochan locality under Nawada police station late on Tuesday night.

The police took the body to the Ara sadar hospital. Later, Nawada police station house officer Subodh Kumar said Mukesh, son of Paihari Baba College employee Baijnath Gupta, was talking to his friends outside his home when three assailants riding a motorcycle shot him at least eight times.

Mukesh died on the spot.

Mukesh had a flour mill and the police claimed he had criminal antecedents. The police suspect he was murdered over a personal rivalry.
