Report card ritual set to miss July anniversary date

The Nitish Kumar-led NDA government in Bihar is likely to a give a miss to the chief minister's tradition - ever since he came to power in November 2005 - of presenting an annual report card on the performance of his government.

Patna: The Nitish Kumar-led NDA government in Bihar is likely to a give a miss to the chief minister's tradition - ever since he came to power in November 2005 - of presenting an annual report card on the performance of his government.

The current NDA government will complete a year in office on July 27 this year but no preparations have been made to collect the data from different departments to prepare the report card.

In 2017 too, the report card had not been presented and at that time, the chief minister had said the government had been formed just three months ago while responding to a question of the likely date of release of the annual report card.

People had construed from this answer that the report card would be released in July this year once the new government completed one year in office but nothing like that sort seems to be happening.

"We have not been told anything about the report card so far. Moreover, had there been a plan to release it this month, the chief minister's secretariat would have sought details of the department's achievement but till now, no such details have been sought," a senior BJP leader, who is a minister in Nitish's cabinet told The Telegraph and hinted that the report card was not likely to be issued.

Even a senior JDU leader in Nitish's cabinet hinted the same and said: "There is no plan to release a report card in July. If at all any such report is issued, the formality will be done in November only."

He maintained that as Nitish became chief minister for the third term in November 2015, it would be ideal to present the report card in November only and not in July, when the alliance partners were changed midway without any change at the helm.

About the achievements of the NDA government's one year, the JDU leader said: "The achievements will be shared during the Independence Day speech of the chief minister and departments will provide the data for the same."

Nitish had presented his first report card in 2006, when it had completed one year in office.

The annual ritual continued without interruption since then and Nitish presented his annual report card even in November 2013 after parting ways with the BJP earlier that year.

Even his successor, Jitan Ram Manjhi, continued the practice and presented the government report card in November 2014.

Next year, i.e. in 2015, Nitish presented the report card in July itself as elections were due later that year.

In 2016, when the Grand Alliance government completed its first year, the report card release ceremony had been cancelled owing to the accident of Indore-Patna Express on the scheduled day of its release.

Over 150 passengers, including many from Bihar, had died in the accident. The detailed report had later been uploaded on the website of the information and public relations department.
