The high court on Wednesday directed the authorities concerned to make the necessary arrangements at Guru Govind Singh Hospital in Patna City to ensure the doctors recruited for the upcoming medical sciences institute could start treatment there.

Hearing a PIL filed by the Council for Protection of Public Rights and Welfare seeking quick completion of Jai Prakash Narayan All India Institute of Medical Sciences (JPNAIIMS), the division bench comprising Justice Prakash Chandra Verma and Justice Aditya Kumar Trivedi issued the order.

It also directed the principal secretary of the building construction department to erect a boundary wall around the Patna City hospital before the commencement of the first-year MBBS classes at JPNAIIMS.

The Telegraph reported in its September 12 edition that classes of the first MBBS batch would start on September 25.

Citing procedures, the state government counsel, Shashi Bhushan Kumar, submitted before the bench that it was not possible to erect the boundary wall around the Patna City hospital sprawling over 64 acres within such a short span of time. But the court refused to buy his argument.

The bench also directed the district magistrate, appointed the deputy director (administration) of JPNAIIMS, to remove encroachments on the Guru Govind Singh Hospital premises before September 19 — the next date of hearing.

The district magistrate’s report submitted before the court through the state government counsel stated that the encroachers promised to evacuate by September 17.

The bench asked Patna Municipal Corporation commissioner to ensure trash was carted away from the hospital. The energy department’s principal secretary was directed to complete the electricity wiring at the hospital fast, while Bihar State Electricity Board chairman was asked to install a separate transformer.
