Promotion of BPS officers to ease crunch

The Centre has notified the promotion of 13 officers of the Bihar Police Service (BPS) to the IPS cadre. The promotion of the BPS officers to the IPS cadre will ease the paucity of senior cops in Bihar.

While four officers have been allotted the 2009 batch, the remaining nine have been given the 2010 batch. The Union home ministry issued a notification in this regard on May 26 this year.

The order issued by the under secretary of the Union home ministry, Ajay Kumar Singh, said the newly promoted officers will remain on probation for one year under the provision of Indian Police Service (Probation) Rules 1954.

In addition, the officers will obtain induction training as per sub rule5 (4) of the Indian Police Service (Probation) Rules 1954 as amended on May 10, 2011. The order with regard to the promotion of the officers under the state quota will come into effect from the date of notification, the under secretary's letter stated.

While Amjad Ali, Arvind Thakur, Mohammad Faruguddin and Binod Kumar have been allotted the 2009 batch, Nilesh Kumar, Mritunjay Kumar Choudhary, Tauhid Parvez, Abhay Kumar Lal, Rashid Zaman, Anil Kumar, Arvind Kumar Gupta, Subodh Kumar Biswas and P.K. Mandal have been allotted the 2010 batch.

Mandal is posted as additional superintendent of police (Sadar) in Patna. Rashid Zaman, who was posted as sub-divisional police officer (SDPO) of Hajipur in Vaishali, has been shifted to the economic offences unit at the state police headquarters. Nilesh is holding the post of SP in the special task force.

The state government had sent the selection list of the BPS officers early this year for their promotions to the IPS cadre to fill up the vacancies for two years - 2014 and 2015. Sources in the police headquarters said in 2013, only five officers were promoted to the IPS rank under the state quota. In 2011, eight officers were given the IPS cadre followed by five in 2012.

"In every five years, the Centre reviews the shortage of IPS officers in the country and five additional officers are provided to the state, which is grappling with the paucity of manpower. Next year, the number of state service officers promoted to the IPS will be more," said a senior police officer.

The sanctioned strength of IPS officers in the state is 231 and 43 posts are still vacant. The state has sanctioned posts of 342 IAS officers. The number of the serving IAS officers in the state is 214. Of them, 42 officers are on central deputation.

"The state government has requested the Centre to return the services of IAS officers (1989 batch to 2001 batch) as soon as possible as there was a shortfall of such officers. The chief secretary has sent a letter in this regard," a senior IAS officer said.

Sources said the Centre has been requested to return the services of Arunish Chawla, Sunil Barthwal, R. Punhani, Hukum Singh Meena, Parimar Ravi Manu Bhai, Mihir Kumar Singh, Sandip Paundrik, Uday Singh Kumawat, Sanjiv Hans, A.N. Safina, N. Sravan Kumar, S. Cheruvelu, B. Rajendra and S.K. Mall.
