Patna, April 15: Congress Working Committee (CWC) member and party’s Bihar in-charge Gul Chain Singh Charak today said the party’s organisational structure would be revamped through fresh elections of the organisation in two to three months .

“Our priority is to strengthen the party’s organisational structure right from the booth level to the state level. The party high command has nominated five returning officers and a chairman who will conduct elections right from block to Pradesh Congress committee chief,” Charak said.

The Congress leader was on his first visit to the state after taking over as the state in-charge recently. Congress legislature party leader in the Assembly Sadanand Singh was also present at the news conference.

Admitting that there has been some problem in the party in recent months, Charak said: “We have to put up a united face once again to strengthen the party which has its presence in every lanes and locality of the state. For this, we have to set up a well-knit organisation in a democratic manner through a better planning.”

Asked whether the president would be an elected or a nominated one, Charak only gave the assurance that Bihar Pradesh Congress Committee (BPCC) president would be elected at any cost this time.

He, however, clarified that the party high command may nominate the president if the delegates unanimously pass a resolution authorising the high command to do the job.

Asked about the furore created by workers at Sadaqat Ashram, party’s state headquarters, during his felicitation programme, the in-charge said, “We have an inner party democracy where everyone has the right to express his or her voice or concern. Their style of expression may differ as some express it in an angry manner or shout to get heard.”

Charak, who has a different view on panchayat elections vis-à-vis BPCC chief Mehboob Ali Quaiser, said, “The party has nothing to do with the panchayat elections as it is not being conducted on party lines so there is no question of using poster or banner openly supporting a candidate.”

It may be noted that Quaiser has formed a taskforce at district level not only to identify panchayat elections candidates who have Congress background but also to extend support to these candidates.

The absence of Quaiser during the first visit of party in-charge has triggered speculations in the political circles that everything is not fine within the Congress. It has reminded of the spat between the then Bihar Pradesh Congress Committee chief Anil Sharma and the then in-charge Jagdish Tytler before the Assembly elections.

BPCC spokesman Prabhat Kumar Singh told The Telegraph: “Quaiser had to suddenly move to Delhi for his daughter’s medical treatment yesterday. He was very much present along with Charak on the occasion of the birth anniversary functions of Babsaheb Bhim Rao Ambedkar held yesterday.”
