
Patna: A Patna High Court advocate filed a public interest litigation (PIL) in the court on Wednesday against deteriorating law and order in the state.
In this petition, Manibhushan Pratap Sengar said that on Tuesday, Jitendra Singh, a Sikh tourist from Mumbai, was badly injured when criminals fired at him near Mangal Talab where a laser show was on. Jitendra was visiting Harmandir Sahib in Patna City with his family. In the same incident, Ayush alias Miku of Bhaisanitola under Malsalami police station, died of bullet injuries while being treated at PMCH in Patna.
Sengar said this was not an isolated incident. Criminal activities like loot, murder and dacoity were taking place at almost all places in Bihar on a daily basis. He said it was a cause of concern that crime was committed in a sensitive place like the gurdwara where security is always high.
The petitioner said the incident had earned Bihar a bad name and the state government must order a probe. He demanded that directions be issued to the state government to control increased crime so that general masses can lead a fearless life. He also sought initiation of criminal proceedings against those found guilty and compensation for the injured. The petitioner made Bihar chief secretary Anjani Kumar Singh, principal secretary (home) Amir Subhani, Patna district magistrate (DM) Kumar Ravi and Patna senior superintendent of police (SSP) Manu Mahaaraj respondents in the case.
"All the injured were returning after watching the laser show at Mangal Talab," Chowk police station house officer (SHO) Ashok Kumar Pandey said. "The incident seems to be fallout of a gangwar."
He also said three motorcycles were seized and one person, Rahul Prasad, was arrested in the case. Rahul belongs to Bakshi Maidan area under Chowk police station. The SHO said further raids are on to nab other criminals involved in the incident.
Three youths sustained bullet injuries near Mangal Talab area of Patna City on Tuesday. One of the injured, Jitendra Singh of Mumbai, has been sent to SGGS hospital for treatment. Some arms and ammunition was recovered from Harmandir Sahib in Patna City last month.
