Police on Friday pasted a lookout notice on the house of RJD MLA from Baniapur, Kedar Singh, in connection with the murder of one Munna Singh, the bodyguard of JD(U) leader Upendra Singh. His house is near the railway godown in Masrak in the district.

Marhaura deputy superintendent of police (DSP) Kundan Kumar reached the house around 12.30pm with a huge force and pasted the notice. The MLA is a relative of Maharajganj RJD MP Prabhunath Singh. MLA Kedar Singh, his brother Dinanath and nephew Sudhir Kumar are absconding in the case.

On December 17, 2011, during a meeting between public representatives and officials at the Masrak block office, an argument broke out following which the MLA, his brother and nephew allegedly fired at Munna Singh, killing him on the spot. Munna hailed from Baria village in Uttar Pradesh’s Ballia district.

Upendra Singh lodged an FIR with Masrak police station against the trio. The then Marhaura sub-divisional police officer was the investigating officer of this case, who found the allegations true and submitted his report in January, 2012, praying for the accused’s arrest.

The accused then went to Patna High Court, which instructed Gupteshwar Pandey, the then zonal inspector-general (IG) of police of Muzaffarpur, to supervise the case. The high court stayed the accused’s arrest till the IG’s report was submitted. Thereafter, the stay on the arrest was lifted.

In October, 2013, the accused moved for anticipatory bail before district judge Navneet Pandey, which was rejected. Chief judicial magistrate Anil Kumar Jha issued non-bailable warrants against the trio on October 23. But the accused neither surrendered nor could they be arrested.

If the MLA does not surrender, an order to attach his property would be passed by the court which normally takes a month’s time.
