Lawmakers to receive conduct tips

At a time when Bihar legislators are making headlines for wrong reasons, the Legislative Assembly has organised an orientation programme at the annexe building to help MLAs learn how to conduct themselves inside and outside the House.

At a time when Bihar legislators are making headlines for wrong reasons, the Legislative Assembly has organised an orientation programme at the annexe building to help MLAs learn how to conduct themselves inside and outside the House.

The programme will take place on February 7 and 8 on the 95th foundation day of the Assembly.

Assembly Speaker Vijay Kumar Choudhary has invited constitutional expert Subhash Kashyap and G.C. Malhotra, the former secretary-general of the Lok Sabha to teach the MLAs, both first-timers and old faces, how the Assembly works and the code of conduct.

Speaking to The Telegraph, Choudhary said: "There are many MLAs who are not aware of the House proceedings. It is our duty to organise such programmes so that they get ideas about the Assembly - how it works. We will also teach them how to conduct themselves because they are the people's representatives."

Terms such as short notice question, starred question, unstarred question, call attention during the Assembly proceedings still sound new to many first-time MLAs.

There are 99 new faces in the Assembly. After the formation of the government, the first session of the Assembly took place from November 30 to December 8. It was a short session and the legislators hardly got to learn anything. Many new MLAs were found making mistakes. One had even crossed the chief minister with his back towards the Speaker. The Speaker warned the MLA not to repeat the mistake.

It will be interesting to see what MLAs like Sarfraz Alam (JDU), Siddharth (Congress) and Kunti Devi (RJD) are taught during the orientation. The three, with JDU's Bima Bharti, were in the news for improper conduct.

Time and again, questions are raised on the conduct of MLAs.

The orientation programme will start with the budget session (February 7 to April 4). MLCs have also been invited for the orientation.

Many a time, MLAs create a ruckus in the Assembly, stage unnecessary walkouts, which waste time.

"All MLAs get a rule book and the Speaker has also distributed a copy of the Constitution among all. Few go through them. The orientation will help legislators understand the proceedings of the Assembly."

The newly elected MLAs also include Lalu Prasad's sons - Tej Pratap and Tejaswi.
