Patna, July 28: Former MLA and RJD spokesperson Satish Paswan filed a public interest litigation (PIL) in the high court today seeking direction for a CBI investigation into the alleged irregularities in the Bihar Industrial Area Development Authority (Biada) land allotment case.

Paswan filed the PIL alleging that the Biada plots were allotted in gross violation of settled norms to favour influential people who used their political clout.

The Nitish Kumar government has been mired in the controversy over alleged anomalies in the allotment of Biada plots to wards and relatives of several ministers and senior IAS officers.

The petition prayed for cancellation of the plots in question, as they have been allotted without following the proper procedures. It further submitted the court to direct the government to settle the prescribed norms and rules for allotment, as there is no specific rule on how to allot Biada plots. The additional advocate-general I, Lalit Kishore, who has been served a copy of the petition, told The Telegraph: “The petitioner has not given any substance on which he is making the allegations, except the fact that he is relying on media reports, which is the sole basis for filing the PIL.”

Terming the PIL as not genuine, Kishore added that it has been filed with a political vendetta, as the petitioner has not pointed out how the allotments were illegal and which rules have been violated.
