Governor's nudge to VC

Tightening the screws on Magadh University colleges after receiving complaints on teacher crunch and financial irregularities, Governor Lal Ji Tandon has directed Magadh University vice-chancellor (VC) Qamar Ahsan to inspect two of the 19 constituent colleges and submit a comprehensive report by September 13.

Gaya: Tightening the screws on Magadh University colleges after receiving complaints on teacher crunch and financial irregularities, Governor Lal Ji Tandon has directed Magadh University vice-chancellor (VC) Qamar Ahsan to inspect two of the 19 constituent colleges and submit a comprehensive report by September 13.

Ahsan would inspect Gaya College and RLSY College, Jehanabad.

The pro-VC, KN Paswan, registrar Colonel Pranav Kumar and inspector of colleges Birendra Kumar have also been assigned two colleges each for inspection. The inspection schedule has been notified by Vivek Singh, principal secretary to the governor-cum-chancellor. The notification was issued on Friday.

The chancellor's office has also sent the format in which the report has to be prepared. The format is statistical in nature. As per the format, details like the number of students, number of sanctioned posts, actual faculty strength, number of vacancies, status of salary payment etc have been sought.

The inspection report also seeks infrastructure details like number of classrooms, wash rooms, girls' wash rooms, books in the library, subject-wise number of laboratories, condition of laboratories, playground etc.

In view of complaints of financial irregularities in the colleges, the chancellor's office has sought the status of cash book updates, account details, advances made, balance amount on the inspection date. The inspectors are also required to ensure that the college accounts are properly maintained and transactions are conducted as per financial rules. Status of the colleges in respect of NAAC grade has also been sought.

One important aspect of inquiry would be the performance of students in the university exam along with the number of students passing in different divisions.

Vice-chancellors of other universities of the state have also been issued instructions for regular inspection of colleges. At least two colleges of every university must be comprehensively inspected each month, stated the principal secretary's notification.

The Raj Bhavan schedule states that in Pataliputra University, an offshoot of Magadh University, vice-chancellor Gulab Chand Jaiswal would inspect the College of Commerce, Science and Arts along with RPM College, Patna City.

Questioning the chancellor's directive, Kanhaiya Bahadur Sinha, president, Federation of University Teachers' Association of Bihar, said the directive violates Section 15 of the Bihar State University Act, 1976.

Being the appellate authority, the governor-cum-chancellor should not get involved in the nitty-gritty of the university administration. In matters of finance, Section 35 of the Act gives power to the government and not the chancellor, said Sinha. Even while framing statutes having financial implication, the governor-cum-chancellor has to seek prior consent of the state government. Maybe the chancellor was not being properly advised, he added.
