The commissioner of Magadh division, Gaya, Vivek Kumar Singh, has convened a meeting of nodal officers and district magistrates on May 25 to popularise the zero-tolerance concept among common people.

Singh said: “The zero-tolerance concept was implemented for the first time in the country in the Magadh division in May 2011.” The concept was translated into reality by a team of scientists from National Informatics Centre (NIC), Bihar, through an online application — zerotmis.bih.nic.in.

Singh told The Telegraph that the zero-tolerance concept was to establish an effective rule of law with focussed effort and time-bound results. Through zero tolerance monitoring, corruption by omission could be obviated and it makes departments accountable to ensure transparent and uniform governance.

The online application was developed and implemented under the guidance of Surendra Nath Behera, technical director and district informatics officer of NIC. “We are thinking of going big on the publicity of the website. We need to work more to take the website to the commoners,” Singh added. The project was implemented in five districts of Magadh division — Gaya, Jehanabad, Aurangabad, Nawada and Arwal — spreading over 33 different identified zones.

The online application reflects the concept of transparent and uniform governance. Any person can access the data of any business unit of any zone in a district and can see what is stored in the government file.

To experience the facility, one has to click on the website and click the citizen interface link on the site and proceed to see the details of the units and can give feedback on the correctness of data.
