Firm ideas at park revamp project meet

Patna, Jan. 31: The second pre-bid meeting for the ambitious Shaheed Veer Kunwar Singh Azadi Park development project today witnessed a highly interactive session between the intending developers and Bihar Urban Infrastructure Development Corporation (BUIDCo).

The participating developers raised queries regarding structural and technical specifications of various facilities and different clauses of terms and conditions of the agreement between the developer and the corporation among others.

The participants also gave suggestions, including running monorail or golf carts inside the proposed park and phase-wise opening of various facilities. BUIDCo, the implementing agency of the Rs 242.96-crore project, discussed many aspects of the public-private-partnership (PPP) mode of the project with the intending developers.

Representatives of six firms, including Rose Valley Hotels and Entertainments Ltd, Amrapali Group, Delhi-based Appu Ghar (International Amusement Limited), Bangalore-based Wonderland, Vardhman Group and Ashiana Housing Ltd among others took part in the session. Tata Realty have confirmed that they would submit bids, even though they could not take part in the meet.

The representatives of Appu Ghar raised queries regarding new traffic plans on Hardinge Road. They suggested a “pass system” for morning walkers and running a monorail between the two ends of the mega-park. “Though the project seems lucrative, BUIDCo has put several clauses in the PPP model under the project. For instance, the project completion period is 750 days, which should be raised to three years. Besides, the agreement period between the developer and corporation is 30 years, which should be increased to 90 years at least,” an Appu Ghar representative said.

The other developers seemed content with the clauses put forth by BUIDCo for the project. “We do not have any reservations against the clauses regarding the park project and we are going to submit our bids in all likelihood,” said Umesh Prasad Singh, project in-charge, Bihar, Amrapali Group. BUIDCo officials said the corporation has received 15 expressions of interest (EOIs) from developers across the country till date. February 20 is the last date for submission of bids.

“Veer Kunwar Singh Park development project has received a good response across the country. Moreover, we have received 15 EOIs for the project and many more firms are in contact with us,” a senior BUIDCo official said.

BUIDCo sources said the proceeding of the meeting, including queries and their replies, would be uploaded on the website of the corporation in the next few days. The first pre-bid meeting was held on December 9 last year.
