Cop escapes arrest, assets tumble out

Bihar director-general of police (DGP) Krishna Swaroop Dwivedi on Wednesday ruled out the possibility of the arrest of suspended IPS officer Vivek Kumar, who is facing charges of accumulating property disproportionate to his known sources of income.

Patna: Bihar director-general of police (DGP) Krishna Swaroop Dwivedi on Wednesday ruled out the possibility of the arrest of suspended IPS officer Vivek Kumar, who is facing charges of accumulating property disproportionate to his known sources of income.

Dwivedi said there was no precedent of the arrest of the accused in a disproportionate assets case in the state. "The accused is not arrested immediately as there is no apprehension of the accused evading arrest or tampering with evidence," he clarified.

The DGP said the investigation into the case against Vivek, who was posted as Muzaffarpur senior superintendent of police at the time of his suspension, was still underway.

"The search of his official residence at Muzaffarpur in Bihar and his native places and those of his in-laws' in Uttar Pradesh are still going on," he said in Hajipur.

Dwivedi said the action against Vivek was initiated under the prevalent system of the government to fight corruption. "The state government has adopted a zero-tolerance policy on corruption. There is an internal as well as an independent agency to check corrupt practices. The special vigilance unit, which has been probing the DA case against Vivek, is part of the system to check corruption," he said.

The raid on Vivek's premises yielded more cash and financial instruments on Wednesday, sources said. Two bank lockers that were operated at Muzaffarnagar in Uttar Pradesh yielded documents related to fixed deposits worth Rs 1.65 crore and cash and jewellery amounting to Rs 18 lakh. The special vigilance unit team had on Tuesday detected keys to six bank lockers of Vivek's in-laws.

The search at Vivek's Muzaffarpur residence continued for the third consecutive day. The raiding team has seized the officer's personal laptop and is trying to get details of money transactions and other investments. The vigilance officials had a tough time cracking the password of the laptop, the sources added.

But what is surprising is that no FIR has been lodged in connection with the recovery of a country-made carbine from the confidential chamber of the SSP's residence on Tuesday. All police officials are tight-lipped on the issue.

A source said the confidential reader, equivalent of a clerk, at the SSP's residence is absconding ever since the search started on Monday afternoon. The vigilance team camping in Muzaffarpur has sought files related to seizure of liquor during Vivek's two-year tenure as SSP.

Sub-inspector Nishar Ahmad, who was earlier posted at Kazi Mohammadpur police station in Muzaffarpur, alleged that Vivek had demanded Rs 50,000 as bribe to revoke his suspension. Ahmad was suspended for alleged dereliction of duty last month.
