Patna, Dec. 18: The state government has put on hold the appointment of contractual employees as many rules and service codes are being amended.
“We are coming up with new appointment rules that would turn a performing person’s services regular,” general administration department principal secretary Dipak Kumar said. A decision, among 25 others, to this effect was taken at a cabinet meeting today.
According to the new amended rules for contractual appointment, there would be a provision in the rules and service code itself to regularise services of good and performing employees. Kumar said it was decided that since the new rules would be in place in a few weeks, it would be better that appointments in all departments be carried out in accordance with the new rules.
Following Patna High Court’s various orders, the cabinet took a decision in favour of college and university teachers who would get Rs 14,940 as their basic scale if a teacher has completed five years of service as reader on January 1, 1996, cabinet coordination department principal secretary Vijoy Prakash said.
The decision would be applicable to all teachers whether they were promoted under career advancement scheme or time-bound scheme or merit promotion scheme. It would benefit around 2,000 teachers of various universities and colleges.
The cabinet also extended the tenure of the judicial commission headed by Justice (Retd.) Madhavendra Sharan, who is investigating the Forbesganj police firing incident that occurred in June last year, killing five persons, including a minor, of the minority community. The home department proposed to extend the commission’s tenure from January 1, 2013, to December 2013. The commission’s tenure would end this month.
The cabinet extended diesel subsidy for irrigation of Rabi crop also, Prakash said, adding that the government had sanctioned Rs 619.75 crore. It released Rs 4.86 crore as additional grant for Anugrah Narayan Sinha Institute of Social Studies, Patna. The funds would be spent on modernising the institute, filling up vacant posts and setting up a centre for social geography, peace and non-violence.
It sanctioned Rs 6.85 crore for constructing a girls’ hostel at L.N. Mishra Institute of Economic Development and Social Change, Patna. The cabinet gave its approval to utilise a total fund of Rs 5 crore in the current fiscal that includes Rs 4.30 crore for constructing the hostel. The cabinet approved Rs 5 crore for enabling all the 280 AK-47 rifles belonging to the Bihar Military Police and the Special Task Force with laser light, telescope and night-vision device to make modernise its police force.
