Patna, May 13: This Independence Day, Bihar will step in to the era of right to service. Plans are afoot to launch a drive to make people aware of the provisions of the Right to Service Act and the services they would be entitled to in a stipulated time.
Bihar Prashasnik Sudhar Mission (BPSM), a joint initiative of the state government and the UK’s Department for International Development, has been entrusted with the task of chalking out the details to launch the awareness campaign. It is likely to tee-off in mid-June and would continue till the Right to Service Act is implemented in the state.
“It will be a very big campaign in which newspapers, news channels and radio would be used widely to make people aware of the provisions of the Right to Service Act,” a BPSM official said.
He said details were being worked out to prepare booklets and pamphlets for distribution among people. BPSM is also thinking in terms of putting up billboards in blocks displaying message about the content of the broader provisions of the act.
The BPSM official said several issues would have to be addressed before the formal launch of the awareness campaign. “One among them is the content of the advertisement so that people could understand the message easily. The second point pertains to the involvement of the departments supposed to deliver the services in the awareness campaign,” he added.
Throwing light on the point related to the role of the departments, the BPSM official said discussions were on to decide the nature of advertisements. In all likelihood, BPSM would go for a generalised campaign. The departments would be asked to come up with details about the services they would deliver and the offices that would be responsible for delivering the services.
One of the major components of this campaign would be to educate people about their right to pray for imposing fine on officials failing to deliver the services in stipulated time. Under the service act, provision has been made for the designated appellate and review authorities to look into the applications wherein services are not delivered within the stipulated time.
The state government has started preparations for smooth delivery of 20 services to people in the stipulated time by launching a training programme for its officials.
