The cabinet on Tuesday sanctioned Rs 632 crore for the rollout of the e-Shakti card scheme for all adult citizens in the state.
Cabinet co-ordination department principal secretary Ravikant said: “Within the next four years, the state government would spend Rs 632 crore to make e-Shakti cards available to all 5.19 crore adult citizens in Bihar — 4.67 crore in rural and 52 lakh in urban areas. The benefits would be meant for citizens representing both the above poverty line (APL) and below poverty line (BPL) categories.”
The cards would help the implementation of Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) and other state government welfare schemes.
“The e-Shakti cards was hitherto confined only to all adult MNREGA beneficiaries,” Ravikant said, adding that the card would have a national identity number.
The cabinet also sanctioned Rs 608 crore for paying salaries to 66,104 contractual primary and middle school teachers for the 2012-13 fiscal, Ravikant said.
For mortgaging property, Rs 250 has to paid as registration fee and Rs 5,000 as stamp duty fee.
“Fee chargeable to BSNL for laying optical fibres has been waived off, but the telecom major would have to deposit restoration charges. An amount of Rs 3 crore was sanctioned for strengthening and establishing women’s development corporation headquarters and maintaining its district offices. The cabinet also approved Rs 1.5 crore for setting up Bihar Child Rights Protection Commission office and its maintenance,” Ravikant said.
The cabinet approved Rs 50.72 crore for setting up rice mill-cum-gassifier in primary agriculture co-operative societies and vyapar mandals (trading centres) under National Agriculture Development Scheme over two years. A sum of Rs 281 crore was sanctioned as a grant for providing facilities and concessions under industrial incentive policy.
It also approved the setting up of four units of 1.75MW each for the hydel power project at Ararghat in Madhepura.
