All is well, there is no rift in NDA: Nitish

Chief minister Nitish Kumar on Monday said there is no rift in the NDA, downplayed the state replacing the Centre's crop insurance scheme, and provided an explanation for Delhi snubbing Bihar on flood compensation.

Patna: Chief minister Nitish Kumar on Monday said there is no rift in the NDA, downplayed the state replacing the Centre's crop insurance scheme, and provided an explanation for Delhi snubbing Bihar on flood compensation.

"There are no differences among us (NDA allies). We are together and running the government. Is anybody seeing any difficulty in it?" Nitish asked on the sidelines of his Lok Samvad (public interaction) programme.

Asked about seat-sharing for the forthcoming Lok Sabha election, he said: "Issues pertaining to polls will be discussed at the time of the polls."

Nitish's statements came against the backdrop of buzz that his JDU wants a repeat of the seat-sharing formula of the 2009 Lok Sabha election when it contested 25 of Bihar's 40 seats and the BJP contested 15 seats. Nitish's party has also asserted that he should be the face of the NDA in the state, while the BJP wants the election fought with Narendra Modi front and centre.

Upendra Kushwaha's RLSP and Ram Vilas Paswan's LJP have also in recent days stirred up the seat-sharing pot.

Replacing the Pradhan Mantri Fasal Bima Yojana with a new Bihar Rajya Fasal Sahayata Yojna, Nitish asserted on Monday, should not be seen as a rejection of the central scheme but as the state's prerogative to implement plans for farmers' welfare.

Asked about the state getting just Rs 1,200 crore compensation from the Centre against a demand of Rs 7,636 crore for last year's floods, Nitish came up with an explanation of sorts. The Centre, he said, had formulated a rule in 2015 of providing not more than 1 per cent of its disaster management fund to any state. Though that rule was relaxed at a meeting of central and state officials, the rule was not relaxed at the ministerial meeting, he insisted.

"We distributed gratuitous relief of Rs 2,400 crore among 38 lakh families at the rate of Rs 6,000 per family via RTGS (bank transfer)," Nitish said. "We also set up relief camps, provided food to people living there and distributed dry ration. We also repaired roads, bridges, irrigation systems."

He said he did press for Bihar's demand: "I have taken up this issue at the highest level, with the Prime Minister. I have discussed it with Arun Jaitley too."

Asked about the alleged plot to assassinate Prime Minister Modi, Nitish said there are agencies to investigate such things, and "it was not a political issue".
