Balasore, June 23: Tightening its noose around erring teachers, the school and mass education department has initiated stern action against 28 teachers of government-run schools of the district.

While the salaries of 26 teachers have been withheld, the headmaster of a nodal school and a cluster of resource centre coordinators (CRCC) have been suspended and two others removed as per the recommendation of a 17-member inspection team, which was led by school and mass education secretary Aparajita Sarangi.

Headmaster Suresh Chandra Das was suspended following a complaint from Rasalpur Achutyananda nodal upper primary (UP) school that the mid-day meal scheme in the school was not functioning for the last two years.

“The headmaster remained absent without a proper leave, the students did not come to school in uniform and there was no school management committee,” a member of the inspection team said.

Following the suspension, the senior-most teacher of the school has been asked to take over and streamline teaching affairs and management activities. Similarly, the CRCC of Remuna, Bhagabat Sahu, has been placed under suspension for dereliction of duty. Two other CRCCs — Sankarshan Barik in Oupada block and Achuyatananda Gantayat of Basta block — have been removed from their posts due to underperformance

Divided into six squads, the team conducted surprise visits at 123 schools in various blocks over two days to assess the district’s educational performance. The performance of a school, and subsequently the entire district, is assessed through 80 parameters divided into five categories — school environment, curricular, extra-curricular activities, community participation and record maintenance, Sarangi said.

Finding that some schools did not follow guidelines, the department initiated action against the erring teachers through suspension, withdrawal of salary and transfer.

On the other hand, it has decided to issue “letters of appreciation” to acknowledge the good performance of four teachers — Sandhyarani Bhuyan of Balasharm nodal school, Harihar Sahu of Darshan Charan UP School, Minakshi Pradhan of Dandakia Nodal School and Narayan Jena of Uttaradelua Nodal UP School. “Balasore district requires monitoring in certain areas and another team will visit the district on July 23 to take stock of the progress. The circle inspectors, district inspectors, block resource centre coordinator and CRCCs should visit at least five schools daily for supervision and to bring about improvement,” Sarangi said.

Finding irregularities of various natures at some schools in adhering to government guidelines, the department initiated punitive action against the erring teachers through suspension, withdrawal of salary and transfer.
