Cuttack, Jan. 21: Orissa High Court has admitted a PIL seeking direction to the state government to ensure installation of speed limiters in every transport vehicle to reduce the frequency of road accidents.

Rule 118 of the Central Motor Vehicle Rules, 1989 makes it mandatory that the speed limit of vehicle is enforced by way of installing a speed governor. State governments have to ensure that all vehicles are fitted with speed governors, the PIL contended.

Surakshya Foundation, a Delhi based NGO, has filed the PIL citing the cases of Kerala, Karnataka, Bengal, Gujarat, and Punjab where steps have been taken following intervention of the high courts.

“The two-judge bench of chief justice Gopal Gowda and justice B.N. Mohapatra had admitted the PIL and issued notices to the state government and state transport department to clarify their stand on the issue,” petitioner counsel Bigyan Kumar Sharma told The Telegraph today.
