Panel nod to add-on budget

The council of ministers today approved the supplementary budget for the current financial year.

Bhubaneswar, Nov. 23: The council of ministers today approved the supplementary budget for the current financial year.

The supplementary budget, which was necessitated to meet unforeseen expenditures, will be presented in the state Assembly during its coming winter session beginning from December 1.

Official sources said the size of the supplementary budget would be around Rs 5,983.08 crore, of which Rs 5,126.04 crore would be the state plan outlay while Rs 795.98 crore would be earmarked for the non-plan sector.

The supplementary budget provision was over and above the annual budget of Rs 94,052.65 crore for the 2016-17 financial year. Official sources said there was need for more funds to meet the additional requirements during the remaining part of the year.

According to sources, this year the size of the supplementary budget was around Rs 4,200 crore less than that of the last fiscal. During 2015-16, the state government had presented a supplementary budget of Rs 10, 227 crore.

An official in the finance department said the government's budget size was less this year because of fall in revenue collection and cut down of central funds.

Till September, the state's own tax revenue collection was Rs 10,040 crore against the target of Rs 23,200 crore. Similarly, the non-tax revenue collection was only 29.15 per cent of the total target.

This was also 8.92 per cent less than revenue collected during the corresponding period last year.

This year, the government has also borrowed about Rs 2,700 crore through securities sale. The total debt burden is likely to touch Rs 64,000 crore by the end of this fiscal as against Rs 48,500 crore in the last fiscal.

Official sources said the reduced flow of central funds and introduction of a few state-funded schemes forced them to bring in the supplementary budget.

Yesterday, the state cabinet had approved eight policies pertaining to pharmaceuticals, health, renewable energy, bio-techchnology, MSME, food processing, handloom and apparel sectors.

Plan expenditure and revenue collection was recently reviewed at a meeting of officials chaired by chief secretary Aditya Prasad Padhi.
