Officer booked for rape of junior

Police on Wednesday booked the inspector in charge of Government Railway Police (GRP), Bhubaneswar, for allegedly raping one of his subordinates.

Bhubaneswar: Police on Wednesday booked the inspector in charge of Government Railway Police (GRP), Bhubaneswar, for allegedly raping one of his subordinates.

The cops registered a case under sections 376 (punishment for rape), 354 (outraging the modesty), 506 (criminal intimidation), 509 (word, gesture or act intended to insult a woman) of the Indian Penal Code against Soubhagya Kumar Swain. The 32-year-old sub-inspector of police has filed a written complaint accusing Swain of raping her in her house in October 2015.

The police said the unmarried woman said Swain came to her house on the pretext of ill health. "The victim alleged that Swain later administered psychotropic drugs in her drinks and raped her. She also alleged that Swain left her in the house by locking the main door," said a police officer.

Sources said the woman worked with the GRP, Bhubaneswar, between August 2014 and October 2015 and is currently posted with the office of the Railway superintendent of police in Cuttack.

The victim first approached the police's internal committee against sexual harassment about the case six months ago, sources said. However, the committee advised her to file a complaint with the police as the allegation pertained to sexual abuse and not harassment. "We have started an investigation and will record the victim's statement," said deputy commissioner Satyabrata Bhoi.

Swain, however, denied the allegations. "She has a bad record. During her tenure with the GRP, Bhubaneswar, a proceeding was initiated against her and she wanted my help. As I did not agree, she levelled the allegation against me," said Swain.
