Harass charge against officer

Bhubaneswar, Nov. 12: The wife of a senior Odisha Administrative Service (OAS) officer has brought allegations of sexual harassment against her husband.

The officer, Kailash Chandra Sahu, 53, is working as a joint secretary in the commerce and transport department.

His wife, Manorama Sahu, 43, had lodged the complaint at Mahila police station last week.

“Since we got married in 1991, he has been torturing me physically and mentally. He used to force me to have unnatural sex,” alleged Manorama.

She also alleged that the officer had assaulted her on October 26. “I was in our official quarters at Unit-III, when he started hitting me with a frying pan. I tried to stop him, but he continued to thrash me. I suffered injuries on my right hand,” Manorama said.

She claimed that her husband had threatened to install a secret camera in their bedroom.

“When I told him that I would go to police station, he threatened me of dire consequences. He gets angry on silly matters and has been beating me mercilessly,” she said.

Manorama, a native of Baragada district, married the officer after completing her intermediate. The couple have a 21-year-old daughter, who is pursuing an engineering course in a city-based institute.

An official said that in 2003, Manorama had moved the State Commission for Women, and there was a settlement between them. However, she claimed that following the rapprochement in 2003, her husband had started torturing her even more.

“I have been managing my expenses by sewing clothes. Though we have been living together, he never gives me a single penny to spend. He has been treating me as her maid,” she alleged.

The police said they had started an investigation after registering a case.

“The case has been registered under sections 498A (husband or relative of husband of a woman subjecting her to cruelty) 294 (use of obscene language), 307 (attempt to murder) and 323 (punishment for voluntarily causing hurt) of the Indian Penal Code. We are looking into the matter,” said deputy commissioner of police Satyabrata Bhoi.

Manorama said her husband had stopped coming home since the case was filed on November 8. Sahu could not be contacted despite repeated attempts.
