Cops clueless about death

Bhubaneswar, June 26: The Government Railway Police here are still clueless about the reason behind the alleged suicide of IAS officer Gagan Behari Swain. However, they claimed to be looking at three specific aspects of the case.

An officer said that Gagan Behari’s wife Namita had said last evening that her husband was tense when he came home for lunch on Monday.

“As I found him looking disturbed, I asked him to take a nap. He tried to sleep but could not. I could sense something wrong. However, he did not tell me anything,” she told the police officers investigating the case.

The officer said that during interrogation of Gagan Behari’s colleagues in the planning and co-ordination department, the cops found that there was a departmental proceeding against him on Monday for not attending a meeting called by the revenue divisional commissioner (RDC) when he was collector of Sonepur district.

“But the staff members informed us that the proceeding had gone in favour of him as he showed necessary reasons for his absence,” said inspector in charge of GRP, Bhubaneswar, Saubhagya Kumar Swain.

“We are also looking into the allegations made by his family members about his frequent transfers. Besides, we suspect that there might be some problem with regard to the marriage of his younger son. We are looking into all possible angles to find out the reason behind the suicide of a senior bureaucrat,” said the police officer.

He added that they had sought the detailed call records of Gagan Behari’s mobile phone from the service provider to check who all had talked to him on that day.

The inspector also said that he would visit the house of the deceased to record statements of the family members to find out reasons for the suicide.

In another development, some torn papers about his proceedings were found lying beside the boundary wall of Gagan Behari’s Bhaktamadhu Nagar residence at Jagamara on the city outskirts.

The police said that they would collect these paper pieces and check the contents.

“We suspect someone might have thrown these papers there. We will look into that angle too,” said an officer.

Colleagues of the deceased said that they had not seen him after lunch on the day of his death and came to know about his death in the evening.

Gagan Behari, who allegedly jumped in front of the Howrah-Puri Passenger on platform No. 3 in Bhubaneswar railway station got into Odisha Administrative Services (OAS) in 1979. He was made collector of Sonepur on November 24, 2010.

In November 2012, he was transferred to the textiles and handlooms department. On May 27, 2013, he was again transferred to the planning and co-ordination department and then to the Odisha Small Industries Corporation (OSIC).

As he did not want to go to Cuttack as the managing director of the small industries corporation, he applied for cancellation of the transfer order. Subsequently, the transfer order was cancelled on the day of his death.

Gagan Behari’s body was cremated in Puri today after the arrival of his elder son from Chicago.
