BDA chalks out plan for smart city tag

Bhubaneswar, Dec. 19: To become part of the 100 smart cities club, the development authorities is going to have a smart comprehensive development plan (CDP) for the state capital.

Prime Minister Narendra Modi had floated the smart city concept with 100 cities to be included in the scheme across the country.

In keeping with Modi's poll agenda, Union finance minister Arun Jaitley had announced Rs 7,060 crore for development of these smart cities across the country in the maiden budget of the NDA government.

The Bhubaneswar Development Authority (BDA) has made the first move to be a part of the central scheme.

To take the scheme forward, the Union ministry of housing and urban poverty alleviation has started the exercise to put across the concept to aspiring smart cities.

The ministry has planned to organise 'NextGen Cities' conclaves in 12 cities across the country.

Former secretary of the Union ministry of housing and urban poverty alleviation Sudhir Krishna will submit a draft policy once the conclaves are over.

As part of the agenda, a conclave was organised by the here yesterday.

The conclave stressed on the need for more details on the zonal development plan so that the micro-level planning could be more accurate.

As information technology (IT) will play a major role in the development of urban planning and smart cities, the state government has already embarked on the task to develop wireless fidelity (Wi-Fi) to cover the entire city since August.

Once the project is complete, Bhubaneswar will be the first city in the country to have total Wi-Fi coverage.

On the other hand, the BDA has also decided to keep 20 per cent of the available land for affordable housing schemes.

Earlier as per the building plan approval norm only 10 per cent of the built up area was earmarked for affordable housing.

Bhubaneswar Development Authority vice-chairman and commissioner Bhubaneswar Municipal Corporation Krishan Kumar said: 'We have to keep a balance to give the benefits of development to the economically weaker sections as well. The land use pattern has to be changed. Already the process has started and we have employed an agency to prepare a detailed project report on it.''

After affordable housing, provision for better urban transport will be made and corridors with bus rapid transit system and mass rapid transit system will be developed.

'Plan for a ring road around the city is already being made and we have added development of four satellite cities along the ring road between Tamando and Chandaka,'' he said.

Already the BDA has placed a proposal before the state government to restrict or deny building plan approval in areas outside the corporation limits that lack basic infrastructure facilities.

Laying stress on civic responsibility, chairman and managing director of Odisha Industrial Infrastructure Development Corporation (Idco) Vishal Dev said: 'No civic body in the world can clean the city if the citizens continue to through garbage in drains and on roads. This has to stop immediately.'

Citing the instance of Mumbai and Ahmedabad, Dev said: 'Unless that kind of autonomy is granted to the Bhubaneswar Municipal Corporation or the BDA, nothing significant can be achieved towards the goal of Bhuban-eswar attaining smart city status. It may be noted here that the city does not have a single window authority for developmental works, be it roads or drain maintenance.'
