Accused goes missing, probe on hold

The Ravenshaw University's disciplinary committee has failed to complete its inquiry into an assault case near a hostel on the campus, as the accused student has been missing since the incident's video footage went viral on July 10.

Cuttack, July 16: The Ravenshaw University's disciplinary committee has failed to complete its inquiry into an assault case near a hostel on the campus, as the accused student has been missing since the incident's video footage went viral on July 10.

Acting on a complaint from the assault youth's mother on July 11, the vice-chancellor had asked the six-member disciplinary committee to examine the matter and recommend appropriate action.

Mira Mohanty of Pabaja in Govindpur police limits had alleged that her son Biswajit Mohanty was assaulted by a student when he had gone to the university to check the selection list in the geography department for admission to undergraduate course around 12.30pm on July 10.

She alleged that one Subrajyoti Ray, along with other students, had assaulted her son. Ray is a second-year bachelor in business administration student and reportedly from Nuapada in south Odisha.

The disciplinary committee, which started the probe on July 13, was expected to complete inquiry and submit report in two days. But, the inquiry extended to the fourth day today in view of the accused's absence.

"We visited the hostel, near which the incident had taken place, recorded the statements of some students, hostel employees and also examined the video footage - through which the incident had become public," said a member of the committee on the condition of anonymity."

"But, we have not been able to proceed further as the accused student is missing," he said.

In the video footage, Biswajit was seen surrounded by around nine students. It shows the varsity students are beating him up mercilessly. He is even seen made to kneel on the ground while the students are kicking him.

"The disciplinary committee can do very little in such a situation, because it cannot complete an inquiry without hearing the accused," vice-chancellor Prakash Chandra Sarangi told The Telegraph.

Earlier, he had said: "It is a fit case for the police to take action as it was an outcome of personal rivalry."

Police have also been investigating the allegations on the basis of the FIR lodged by the youth's mother at Malgodown police station on July 10.

After medical examination of the victim, a case was registered under sections 323 (voluntarily causing hurt), 341 (wrongful restraint) and 506 (criminal intimidation) of the Indian Penal Code.

"The investigation is on. But, the main accused student has not been traced. We hope to get him shortly," assistant commissioner of police (zone 1) Trinath Mishra told The Telegraph.

"It was evident from it (the video) that around nine students were involved in the incident," Mishra said.

"We have arrested one of them and are looking for eight others, including the main accused," he said.

The police arrested Balasore resident Anshuman Mohanty, a second-year undergraduate physics student, on July 11. He was released on bail the same day.
