Imphal, June 4: The Khaplang faction of the NSCN today accused the Centre of extending the ground rules of its ceasefire with the NSCN (I-M) to Manipur. The outfit also accused its rival faction of violating rules.

?The NSCN (I-M)?s new camp at Marau in Ukhrul and the government?s inaction regarding the camp have confirmed that the Centre has extended the ground rules to Manipur. Again, the NSCN (I-M) is violating them,? a spokesman for the NSCN (K)?s Zeliangrong region told mediapersons here today.

Referring to reports of an exodus of villagers from the NSCN (I-M) camp area fearing a flare-up between the Assam Rifles and NSCN (I-M) activists, the spokesman said the rival faction would be held responsible if anything untoward happened to the Naga villagers living in the area.

?The camp is an unauthorised one. The standoff between the NSCN (I-M) and the Assam Rifles unnecessarily creates hardships for the villagers. What the NSCN (I-M) is doing at Marau village is against the interests and wishes of the Naga people,? the spokesman said.

A standoff between the NSCN (I-M) and the Assam Rifles has been continuing ever since the outfit tried to set up a camp there early last month. The Assam Rifles is strongly opposed to the outfit running a camp.

The paramilitary force claimed that the intention behind opening the camp was to provide shelter to friendly militant groups.

The NSCN (K) spokesman also accused the rival faction of colluding with the security forces against the NSCN (K). He claimed that a member of the Zeliangrong community was awarded capital punishment by the NSCN (K) on June 1 for siding with the NSCN (I-M). The deceased was identified as Hangyibe of Old Mandu village in Tousem subdivision of Tamenglong district.

The spokesman alleged that Hangyibe was caught with a ?memorandum of understanding? reached between the NSCN (I-M) and the Assam Rifles to launch joint operations against the NSCN (K) camps.

Another Zeme Naga, identified as Diturei, who was with the victim, was released after a stern warning. Alleging that the man was carrying the ?MoU? from an NSCN (I-M) camp to an Assam Rifles post in Jiribam when he was caught by activists of the NSCN (K), the spokesman said the deceased ignored repeated warnings against working against the interests of the NSCN (K).

The spokesman further said on May 14, the outfit issued a stern warning to all the members of the Zeliangrong community that anyone found working in favour of the NSCN (I-M) would be awarded stringent punishment.
