Guwahati, Sept. 24: The AGP today sent a memorandum to President Pranab Mukherjee complaining against Assam governor P.B. Acharya's "bias" towards the BJP.

Expressing concern over the governor's behaviour and the way of functioning, AGP president Atul Bora said: "A governor should be impartial."

Chief minister Tarun Gogoi, too, today said he would register complaints with Mukherjee and Prime Minister Narendra Modi against Acharya's conduct.

The AGP and the ruling Congress were miffed at the way Acharya interacted with the BJP leaders and members when they went to Raj Bhavan on Tuesday to submit a memorandum.

Bora said that the governor behaved more like a BJP leader than the constitutional head of the state, which is "very dangerous for democracy".

He went on to add that during his meeting with the BJP leaders, Acharya said the Centre's notification allowing non-Muslim illegal migrants from Bangladesh to stay in Assam would inject fresh oxygen into the BJP and advised BJP members to work for strengthening the party's base in Sixth Schedule areas of the state.

"The governor has turned the Raj Bhavan into an office and training centre of the BJP and the RSS," Bora alleged.

Gogoi said he would send video footage of the governor's interaction with the BJP members to the President and the Prime Minister so that they can decide whether Acharya is discharging his constitutional duty or that of a RSS pracharak (whole-timer).

Gogoi made the statement while attending a programme of the state panchayat and rural development department at the GMCH auditorium here today.

This is not the first time Acharya, who was a BJP leader before he was appointed governor by the Narendra Modi government, has found himself embroiled in a controversy.

In June also, the Congress had moved the President urging him to "restrain" the governor from allegedly using his office in the interests of the BJP.

Congress members had also staged a protest in front of Raj Bhavan against the "controversial role" of Acharya.

Bora today said they would sit on a 28-hour hunger strike at Dighalipukhuri on September 30 demanding withdrawal of the central notification on non-Muslim illegal migrants from Bangladesh.

He also criticised the MPs from the state for remaining silent on this issue in Parliament and said in October the AGP workers will gherao the residences of the 14 Lok Sabha MPs from Assam.

Bora accused the Centre and the state government of indulging in a "blame game" instead of providing relief to the flood-hit people of the state. "Flood assistance given to Assam by the Centre is way less than what was provided to Bihar and Kashmir," he said.
