Imphal, June 17: The Opposition Democratic People’s Alliance (DPA) has intensified its “oust-Ibobi Singh campaign”, submitting what it dubbed a chargesheet against the Secular Progressive Front (SPF) government to new Governor Arvind Dave.
In its memorandum, the alliance urged the Governor to take up “corrective measures” under the Constitution to pull Manipur back from the “brink” of financial disaster, administrative chaos and security failure.
It also demanded that measures be taken to “ensure good government” in the state. The “chargesheet” came in the wake of the recent two-day visit by Union minister of state for home I.D. Swami here to assess the law and order situation in Manipur.
The Union minister made it clear that he was not happy with the prevailing situation. The Okram Ibobi Singh Cabinet today held a special meeting on the matter.
Though the issue of the DPA’s memorandum was not included in the agenda, it is understood that the Cabinet discussed ways to thwart attempts by the Opposition to topple the government.
In the memorandum, the alliance made several serious charges against the SPF government, ranging from an alleged nexus between ministers and militants, failure to maintain law and order, threat to national security due to the government’s failure, misuse of development funds and violation of the memorandum of understanding (MoU) signed with the Centre.
It claimed that the SPF ministry was soft-pedalling the issue of insurgency and as a result the insurgents had control over the government and was influencing the administration.
“There has been power-sharing between various insurgent outfits and the SPF ministry,” it alleged. Elaborating, the DPA claimed contracts and supply orders were awarded to contractors named by militants, appointments in government jobs were being shared and monetary contributions were being made to the coffers of the militant groups.
Alleging that the government lacked the will to combat militancy, the memorandum said the chief minister has always avoided confrontation and operations against the rebels.
A total of 213 murder cases, 195 abduction cases and 213 extortion cases has been registered since the Ibobi Singh government came to power in March last year, it said. It also listed the names of people taken hostage by militants, including government officials and a foreign national.
The SPF government’s failure to contain insurgency had posed a threat to national security, it said, alleging that the Ibobi Singh government did not prevent burning of national flags on the night of October 15 last year.
Not only did the government violate the MoU banning fresh recruitment to government jobs, but also misused development funds under Central schemes and the Prime Minister’s non-lapsable pool of resources, the Opposition claimed. The fund landed in the hands of insurgents, the memorandum alleged.
The DPA also demanded a judicial inquiry into the killing of a leader of the Revolutionary People’s Front, Khomdram Jayanta alias JK by police, saying the killing was shrouded in mystery. The government’s misdeeds were taking the state towards anarchy, it claimed.
