Arunachal amends scheme for victims

The state cabinet on Thursday approved amendments to the Arunachal Pradesh Victim Compensation Scheme, 2011, enhancing the compensation under it.

Itanagar: The state cabinet on Thursday approved amendments to the Arunachal Pradesh Victim Compensation Scheme, 2011, enhancing the compensation under it.

Deputy chief minister Chowna Mein, who holds the finance portfolio, in his budget speech on March 12 had proposed to increase the compensation for rape victims as suggested by Arunachal Pradesh Women's Welfare Society.

The latest amendment to the scheme provides for Rs 5 lakh to a rape survivor instead of the Rs 50,000 provided earlier. In case of rape and death, the victim's kin will get a compensation of Rs 7 lakh. If the victim is below 14 years of age, the compensation will be increased by 50 per cent.

The compensation for loss or injury causing severe mental agony to women and child victims has been enhanced from Rs 10,000 to Rs 50,000. The amount for rehabilitation of a victim of human trafficking has been enhanced from Rs 20,000 to Rs 1 lakh. Compensations for sexual abuse (excluding rape) has been fixed at Rs 50,000, physical abuse of minor at Rs 2 lakh, burns affecting more than 25 per cent of the body at Rs 2 lakh and loss of foetus because of physical abuse at Rs 50,000.

Compensation to victims of acid attack has been enhanced from Rs 1 lakh to Rs 3 lakh, for permanent disability from Rs 50,000 to Rs 2 lakh, for partial disability from Rs 20,000 to Rs 1 lakh and for loss of limb or any body part from Rs 10,000 to Rs 50,000. Families of victims who die an unnatural death in prison, police/judicial custody will get Rs 3 lakh instead of from Rs 2 lakh.

The cabinet also approved increase in upper age limit for appearing in competitive exams from 30 to 32 years.

Educated unemployed youths can now compete in the state civil services exams up to 37 years instead of 35 years.

The cabinet also approved a policy for granting the right of way for state telecom infrastructure, the Arunachal Pradesh Lokayukta Rules, 2018, and the Arunachal Pradesh Lokayukta (Conditions of Service) Rules, 2018.

It approved creation of 19 posts for effective functioning of the Arunachal Pradesh Private Educational Institutions (Regulatory Commission).
