Acting on the adage that prevention is better than cure, East Singhbhum district administration, to ensure peaceful Durga Puja this year, asked all 17 urban thanas in Jamshedpur on Wednesday to list known criminals, history-sheeters and those accused of abetment, for putting them under the CrPC scanner .
In a first instance of its kind in the steel city, SDO Dhalbhum Suraj Kumar asked all 17 urban police stations to make the comprehensive list of goons and persons with dubious links and submit it at the earliest so that action could be taken against them under Sections 107, 109, 113 and 116 (3) of the CrPC.
Over 300 Durga Puja pandals are likely to come up in Jamshedpur this year.
Under Section 107 of the CrPC anybody with criminal record of past would be asked to execute an interim bond promising they would not disturb public peace in the police station concerned. Under Section 116 (3) of CrPC, a magistrate can direct the person against whom criminal inquiry has been ordered to execute a bond, with or without sureties, for keeping public peace and maintaining good behaviour, failing which he would be arrested and jailed, said the lawyer.
As per Section 109 of CrPC, magistrate suspecting a person is trying to conceal his address with a view to committing a cognisable offence, can order the execution of a bond, with or without sureties, for his good behaviour for a period not exceeding one year.
Under Section 113, a magistrate can direct immediate arrest of a person under custody but likely to be released on bail based on the report of the local police that his release can disturb peace.
"Orders have been issued to all urban police stations to submit a comprehensive list at SDO Dhalbhum office at the earliest, aimed to prevent any attempt to disturb law and order in the city during the festive season," said SDO Kumar.
The SDO will also meet individual Durga Puja committees at thanas from this week and discuss steps to be taken for effective crowd management and safety.
From this year, we will meet individual Durga Puja committee members in respective thanas and ask them to comply with mandatory safety measures such as firefighting, CCTV cameras, electrical wiring and provisions of the Loudspeaker Act that bans playing on public amplifiers after 10pm," said the SDO.
