DAV school under scanner

Ranchi, Aug. 2: A city-based private school has come under state human resource development department’s scanner for non-payment of salary to its teaching and non-teaching staff.

The department has issued a showcause notice to one of the CBSE-affiliated schools, DAV Nandraj, for not paying proper salary to its staff and spending 50 per cent of school income for constructing a new building, in violation of CBSE rules.

HRD department is responsible for furnishing the “no objection certificate” (NOC) to schools seeking affiliation to the Central Board of Secondary Education (CBSE) and the Indian Council for Secondary Education (ICSE).

While talking to The Telegraph, the director of secondary education, Manikant Azad, said in case a school fails to furnish a written statement within 15 days of the notice, the department could cancel their NOC .

“The deputy commissioner had carried out an investigation in the school a few days ago. He found that teachers were not being paid their salaries . According to HRD rules, schools should carry out charitable work and not indulge in profit-making. The school can make a profit of 10 per cent out of their total income. But this school was making a profit of more than 50 per cent,” he said.

The director added that whenever NOC is awarded to schools, they are also advised to follow certain norms, failing which or if any complaint is received, a showcause notice can be issued. “We have received a complaint against DAV Nandraj Public School,” the director added

According to CBSE rules, teachers must be paid salaries on par with the amount being paid to government schoolteachers. And schools should not spend more than 10 per cent of their income for developing infrastructure.

The notice, issued on July 5 this year by the secondary education director of HRD department, has given the school’s secretary a fortnight to reply. The notice is supported by an inquiry report filed by the DC’s office and by complaints from parents.

One member of the DAV Nandraj, on the condition of anonymity, said he was not aware about the issuance of the showcause.
