A 14-year-old student of Kasturba Gandhi Girls Residential School in Manjhiaon delivered a baby boy at a state-run primary health centre in June, the incident exposing the nexus among education officials, hostel wardens, a doctor, ANMs, teachers, among others, to allegedly hush up the minor girl’s rape and pregnancy.

The abuse came to light six months later when the Garhwa child welfare committee chairman Upendra Dubey was confidentially tipped about it. After a probe, Dubey prepared a report and sent it to governor Droupadi Murmu, the National Commission for Protection of Child Rights, the Child Trust Board, the CID (Jharkhand), District Legal Services Authority secretary, Garhwa SP, among others, on November 26. No action has been taken yet.
