Manipur BJP MLAs submit memorandum to PM, flags breakdown of law-and-order

Nine BJP legislators from Manipur have spoken out against the law-and-order situation in the state run by the party’s government and plagued by strife since May 3.

In a memorandum to Prime Minister Narendra Modi on Monday, the MLAs said: “There is a complete breakdown of law and order in the state. Every section of the society has been affected badly and people are suffering the most. Every community, every person, irrespective of caste, creed and religion, wants immediate restoration of peace in the state.”

There had been “not much improvement” on the ground despite the “many steps” taken to control the situation, the two-page memorandum said. It added: “At present, there is no trust and confidence in the government and administration. The public has lost complete faith in the present state government. Some special measures for proper administration and function of the government by following the Rule of Law may kindly be resorted to so that the trust and confidence of the general public is restored.”

Belonging to the Meitei community, the nine BJP MLAs are Karam Shyam Singh, Th Radheshyam Singh, Nishikant Sing Sapam, Kh Raghumani Singh, P. Brojen Singh, T. Robindro Singh, S. Rajen Singh, S. Kebi Devi and Y. Radheshyam.

Asked if they are seeking a leadership change in the government helmed by BJP leader N. Biren Singh, one of the MLAs said the memorandum “only” articulated the feelings of the public at large and should not be seen as being against any individual.

Among the nine MLAs are four who had resigned from their official posts as advisers and heads of government organisations in April, reflecting the rumblings against Biren Singh.

The MLAs said they had sought an appointment with the Prime Minister on June 15 but since Modi, whose silence on the continuing unrest has been criticised by several quarters, was to leave on his US tour on Tuesday, they submitted the memorandum to the PMO on Monday.

A few days ago, the BJP MP from Inner Manipur and Union minister of state for external affairs, Rajkumar Ranjan Singh, had said the law-and-order condition had “totally” failed despite the Centre sending a lot of security forces to Manipur. Ranjan Singh’s Imphal residence was set on fire on Thursday night.

In their memorandum, the nine MLAs offered a few suggestions for restoring peace. They include “proper and rational” deployment of central paramilitary forces and state police.
